Best to Jay's family and friends. I was Jay's BIA colleague in Virginia. Last night I recalled that many in BIA hoarded information, as it made you stand out and be recognized. Jay was not like that. If he'd found a beautiful spot in the Crazy Mountains, he'd have thoughts something like: I should bring my nieces up here; or, how can we preserve this beauty in the mountains? Others may have considered how to keep the spot to themselves, put a fence up to keep others out. Jay was the opposite. He had big shoes to fill in Billings. He gave it his best and kept trying even when things got tough. That is the key ingredient in the recipe for character.
